The real mess up is the fact that this decision is being made now, it should have been made bit sooner, or be applied to next season. It seems pointless to apply a points penalty at the stage of the season when a club can do nothing about it. They may was well just formally relegate them, instead of imposing a points reduction.
On the other hand, they did break the rules this season, and influenced this season's points tally. I also suppose it was only realised a couple of months ago, so that is actually quite quick.
I'd be rubbish on one of these arbitrating panels.

They broke the rules although it does seem a little harsh.
