well firstly it is contrary to EU law and cannot be implemented without their approval. Secondly, If it is implemented it will be challenged by players and clubs and be rejected. It is seen as discrimanatory. If by some reason it is implemented without rejection from next season, it will come in stages. : 4+7 next season, 5+ 6 the following then finlly 6+5. It also requires that players be trained at a club for a minimum of 3 years. I'm not certain if their is an age limit associated with that. meaning that Fabregas, Bendtner etc can be considered part of the six.



Italian and Spanish teams with the exception of Inter really

Its hard to say as the home grown rule is any player thats been at the club 3 years so at Barca Messi is classed as home grown. as would Fabregas at Arsenal.
